NBI looking into alleged corruption at ERC

MANILA, Philippines - Two divisions of the National Bureau of Investigation (NBI) are probing allegations of corruption in the Energy Regulatory Commission, following revelations from the suicide notes of the late ERC director Francisco Villa Jr.

An NBI official told The STAR yesterday that the Anti-Graft Division visited the ERC office last week to talk to officials and secure documents. 

The NBI official also said the agency has considered including in the probe the names Villa mentioned in his suicide notes, which the NBI has not gotten hold of yet.

Villa was chief of the Bids and Awards Committee (BAC) of ERC. He shot himself last Nov. 9 inside his house in Parañaque City.

Reports said the notes, all dated late August, bared Villa’s fear of going back to work at the ERC, especially as chief of the BAC.

Villa wrote that the Commission on Audit called his attention after it reviewed the contents of an audio-visual presentation “by Luis Morelos which the (ERC) chairman and (chief executive officer) Jose Vicente Salazar chose through a rigged selection process.”

Villa also disclosed that he kept on avoiding “ITD’s Noelle Protasio” and that he wanted to be on sick leave to avoid an “Aug. 26 planning session” with Salazar. Villa said he was “set up for failure” in implementing a project. 

The source also told The STAR that the NBI intelligence division took interest in looking into corruption issues in the ERC.
