MANILA, Philippines – Naglaan ng P8 bilyon pondo ang Kongreso para sa libreng matrikula sa State Colleges at Universities (SUCs) para suportahan sa kanyang adhikain si Pangulong Rodrigo Duterte.

Ayon kay Sibugay Rep. Ann K. Hofer, chairperson ng House committee on higher and technical education, isa ito sa legislative priority ng Pangulo na binanggit sa kanyang mensahe nang lagdaan niya ang 2017 General Appropriations Act (GAA).

Sabi ni Hofer ang P8 bilyong pondo ay nakalaan lamang para sa isang taon at kailangan pa ng Kongreso na magpasa ng batas para matiyak na magpapatuloy ang implementasyon at pondohan ang programang libreng matrikula upang makinabang ang mara­ming mag-aaral.

Ilan sa mga panukalang batas na kinokonsidera na magbibigay ng scholarship ang mga nagtapos sa mga pampublikong paaralan; mga mag-aaral na nabibilang sa marginalized sector; senior citizens at indigenous people; mga guro at mga miyembro ng PNP at AFP at kanilang mga anak; Filipino overseas graduate students; ang nasa highly technical o specialized courses tulad ng information and communications technology, medicine, midwifery, nuclear science at engineering.

 Dahil dito, binuo ng House committee on higher and technical education ang isang technical working group (TWG) para pag-isahin at iayos ang 50 panukalang batas na inihain ng mga mambabatas na nauukol sa educational assistance ng mga mag-aaral.
